Welcome to the Agricultural Marketing Service, Marketing Order and Agreement Division's presentation on "Filing electronically for an Importer's Exempt Commodity Certificate - Form SC-6 - for commodities subject to section 8e Regulations." My name is Shannon Ramirez, and I am a Compliance and Enforcement Specialist for the Marketing Order and Agreement Division. I will be your presenter for this webinar. The objectives of this webinar are to briefly explain Section 8e Import requirements and introduce the Market Order and Agreement Division's Compliance Enforcement Management System website, also known as CEMS. The CEMS website is where you register to file an Importer's Exempt Commodity Form, also known as the SC-6 Form. If your commodity is subject to Section 8e Import Requirements and you would like to request an exemption, this is the website where you will submit your request. Next, I will explain the registration process to create an eAuthentication Account. And finally, I will explain how to register in CEMS to create an SC-6 for electronic submission. The Agricultural Marketing Agreement Act (AMAA) of 1937 was enacted by Congress to create orderly marketing conditions for fruits, vegetables, and specialty crops. Marketing Orders are producer-driven programs with government oversight, and they involve compliance and enforcement activities. The purpose of these orders is to stabilize markets by balancing the availability of quality products with the need for adequate returns to producers. Additionally, they help producers work together to solve marketing problems that cannot be solved individually. Commodities covered by Section 8e regulations include avocados, grapefruit, onions, pistachios, and many more.
