True, it is Saturday, September 6, 2020, and in North Carolina, we just received our official absentee election ballot. So let's go through the steps. What comes in the envelope? The return envelope, and you have to prepay postage. Make sure you do that, otherwise, it will not get delivered. On the flip side is the actual ballot for casting your vote. Below that are the official instructions, which encompass four pages. So, I'm going to make it simple for us to cast our votes. If your first temptation is to grab a pen and start filling in the little circles, stop. Why? Because a witness is required to sign off, and they need to see you actually filling out the ballot. They don't need to see you casting the votes, but they need to be at a distance observing the fact that you are the individual filling out the ballot. Then, that person needs to sign the envelope as a witness. This witness cannot be anyone who is running for political office. They also cannot be a person holding office, whether it's federal, state, or local. If you're a patient or resident in a hospital, clinic, nursing home, or adult care home, your witness cannot be the owner, manager, director, or employee of the facility in which you reside. It can be a family member, but they have to be over 18 years of age. Aunt Susie can be your witness. So, you're ready to grab your pen and start filling in, except this is a blue pen. Nope, actually, it's purple. You need a black pen. Why does this make a difference? Because the instructions only say that you can use a black ballpoint pen.
