True" welcome to our tutorial on creating an electronic records and imaging policy. The NC Department of Natural and Cultural Resources (DNCR) provides a sample template that local and state government agencies can use in crafting a policy that reflects the particular ways electronic records are created and maintained in your office. This 7-minute tutorial will walk you through the first 5 sections of the policy. Since 1935, North Carolina has had a broad definition of public records. The first version of the law defined public records as those made or received in connection with the transaction of public business. This was codified as Chapter 132 of the NC General Statutes in 1961, and in 1975, this Public Records Act was amended to include electronic data-processing records as a category, emphasizing that public records were such regardless of physical form or characteristics. With an understanding that electronic records qualify as public records in North Carolina, DNCR also recognizes that electronic records are difficult to maintain and access over time. So our Digital Services Section researched best practices and created this sample policy that covers the essentials you should address in your agency's policy. You can find a PDF version of the sample policy on our website, and we can also email you a copy as a Word document if you want to make edits to your policy directly. Our sample electronic records policy consists of 10 parts. In this tutorial, I will walk you through the first 5 sections, highlighting the information you should include.
