Each long-form applicant is ultimately responsible for submitting sufficient information to demonstrate to Commission staff that it is technically qualified to meet the relevant Auction 904 public interest obligations. This tutorial should not be viewed as a substitute for reviewing all orders, public notices, rules, and policies regarding RDOF Phase One support and Auction 904. Commission decisions adopting rules and policies for RDOF and Auction 904, as well as detailed public notices outlining the procedures, terms, and conditions for the auctions, are controlling. These documents can be found on the Auction 904 website and through the FCC's electronic document management system, eDOCS database. This tutorial does not supersede or modify any of the orders, public notices, rules, or policies that have been or will be adopted by the Commission for RDOF and Auction 904.
